Three Services
One Integrated Approach

BlueTerra Partners works across three integrated service lines that form a practical cycle: Assess, Activate, Build, Sustain. We partner with a diverse range of organizations — from federal agencies to community groups, nonprofits to foundations — to build partnership systems that move faster, align deeper, and produce results.

Meet Joe Smith — Founder and Managing Principal, BlueTerra Partners

Joe Smith is the Founder and Managing Principal of BlueTerra Partners, a practice focused on partnership systems architecture — helping organizations design and build the cross-sector partnerships that bring conservation, restoration, and resilience to scale.

Joe spent 15 years with the U.S. Forest Service, most recently as GS-15 Deputy Director of the National Partnership Office, where he helped guide the agency's nationwide partnership strategy — aligning work across federal agencies, NGOs, corporate partners, and foundations. During his tenure, he led the expansion of the Coca-Cola–Forest Service–National Forest Foundation watershed partnership from $250,000 to $5 million and helped shape the $500 million Wildfire Crisis Strategy investment framework.

Earlier in his career, Joe worked as a broadcast meteorologist and environmental reporter for NBC and ABC affiliates, covering hurricane landfalls, severe winter weather, and translating complex science into clear, actionable information for the public.

Through BlueTerra Partners, he brings federal depth, independent agility, and a personal commitment to every client's mission — helping organizations move from partnership ambition to partnership results.
