Partnerships are now how wildfire, forest, resilience, and conservation work gets delivered. Historic public investment moves through cross-boundary partnerships, and the structure of those partnerships is essential — major national- and state-level grant programs increasingly build partnership design into how proposals are written and how they're evaluated. Organizations that can design that structure deliver more for the people who depend on them.

The Gap

The partners are usually easier to assemble than the structure. No one owns the whole. A coordinator gets hired into an undefined role. The money is available but doesn't move cleanly. The mandates and the funding arrive and need a structure designed underneath them — but that structure rarely exists, and few people are positioned to build it.

Training in this space rightly focuses on facilitation, engagement, and the collaborative skills that make partnerships possible. It rarely teaches how to structure the partnership itself.

  • Anchor the agreements that make it all possible — clearly-defined areas of responsibility, shared metrics, braided funding, and the draft agreements that turn intent into obligation

  • Apply the Strategic Partnership Assessment to a real partnership challenge and prepare a 90-day activation path

How The Course Works

An interactive working course, taught through national-scale partnerships the instructor built. Every unit pairs short instruction with facilitated work — you apply each move to your own challenge as you learn it, and you learn as much from the practitioners in the room as from the front of it. The final unit is a full applied lab on your own challenge. Three units per day:

Day 1 — The method and the diagnosis

  • Unit 1 · Why Partnerships Need Architecture — why cross-boundary work stalls when structure is assumed rather than designed, and the layer of work between strategy and operations that organizations need

  • Unit 2 · Find the Seam — locating where the mission falls between agencies, programs, authorities, funding streams, and geographies

  • Unit 3 · Map the Levers, Not the Logos — who holds the authority, money, relationships, credibility, and delivery capacity the mission requires

Day 2 — The structure and the build

  • Unit 4 · Design the Connective Seat — when shared governance is sufficient versus when the partnership needs a dedicated backbone, coordinator, or fiscal intermediary, taught through two contrasting national cases

  • Unit 5 · Anchor the Agreements — shared metrics, braided funding, decision rules, communication cadence, and the agreements that align organizational interests to unlock meaningful cooperation

  • Unit 6 · Applied Partnership Design Lab — run the compressed Strategic Partnership Assessment on your own challenge and leave with a seam diagnosis, lever map, connective-seat recommendation, and 90-day activation path

Meet the Instructor

Joe Smith is the founder of BlueTerra Partners and a co-instructor of Managing by Network, the flagship federal interagency program for partnership practitioners, where participants report up to a 50% increase in readiness to implement key partnership competencies. Before BlueTerra, Joe spent 15 years at the U.S. Forest Service, rising to Deputy Director of the National Partnership Office. He designed national agreement architecture for the Forest Service's wildfire crisis response, including a portfolio of keystone agreements committing nearly $500M to work in high-risk firesheds. Earlier, he helped grow the Coca-Cola watershed alliance from a $250K pilot into a $5M program credited with more than two billion liters of water replenished.
